Freedom to speak freely, without limitation or regulation is termed as the Freedom of Speech. Freedom of Expression implies not only the freedom to speak but also to distribute and access of the information through various media modes.

Although, Freedom of Expression is recognized in the Human Rights Laws of the inter-American, European and African regions; it has its own form in various regions.

In the advertising and media industry, a self-regulatory guideline of code and conduct is a self-imposed discipline, whose primary objective is to monitor and prescribe the advertising standards for public interest. This system complements government legislation and regulations as well. As the categories of sensitive advertisers are constantly increasing; consumer groups, governments and regulators became more cautious to take lively interest. Monitoring and voluntary self-regulations in advertising, allow reasonable freedom of speech and expression. The members of Communication Council should be aware about the importance of self-regulation.

Accreditation Program expects the agencies to ensure that their staff should have the in-depth understanding and knowledge of relevant codes and regulations for their work profile. This Accreditation Program abides all the agencies to know two AANA codes of ethics, the commercial Television Industry Code of Practice and the Advertising to Children Code.

In US, Freedom of Speech is protected by First Amendment to the US Constitution; and most of the state constitution and federal and state laws. Freedom Forum Organization, one of the legal system, limits the freedom of speech, when it conflicts with other values if rights. It regulates the harmful principles, offense, pornography or hated speech. Social disapprobation or legal sanction or both, contribute in the Freedom of Speech.

Regional, national or international standards recognize the Freedom of Expression as Freedom of Speech that implies to any media including the Internet. To regulate pornographic material on the Internet, CDS (Communications Decency Act) was the first act in 1996. In 1997, Cyber law partially overturned the law. Internet censorship controls suppression of publishing or the information access on the internet.
